Maintenance is part of ownership
A neglected filter or an unresolved airflow concern can affect operation. Keep records and address findings. An efficiency label does not eliminate the need for care or make existing ducts automatically suitable.
Choose on evidence

Read the rating and the equipment combination together
SEER2 describes seasonal cooling efficiency under its defined test procedure; HSPF2 describes seasonal heat-pump heating efficiency. They address different functions, so do not compare the two numbers as if they measure the same thing. Ask for the applicable ratings of the proposed equipment combination.
For your own bill history, separate energy used from the rate charged. Save the billing period, electricity use and cost, then note changes in occupancy or operation. This record can support a useful conversation without assuming that a dollar increase proves an HVAC fault.
